METRONET commissioned PLACE Laboratory to develop Preliminary Place Plans for the precincts around the five new train stations on the Morley-Ellenbrook Line. Place Laboratory developed methodology for the Preliminary Place Plans and worked collaboratively with METRONET, Arup and Coniglio Ainsworth Architects to implement the methodology for each precinct.

The Preliminary Place Plans translate the METRONET objectives into tangible criteria for the precincts. They analyse the metropolitan railway network and the unique experience the Morley Ellenbrook Line can contribute to the larger network. The plans also analyse the surrounding suburbs and their planning framework, movement networks, destinations, spatial character, etc. Based on these characteristics, a Sense of Place Statement is defined for each precinct, emphasising the unique experience of the area. These are developed into spatial principles, activity plans and vibe imagery.
